Tooltips in Published Remote Destop Application

We have been running our Xbase application remotely for various clients using various versions of Citrix published applications for years. We are now trying to use published applications on Windows Server 2012 R2 instead of Citrix and are running into a problem with tooltips when the application is published (user logs into a website, then can select various applications that are set up to run on the terminal server, the user does not have access to the terminal server desktop). When our application is run from the published application, the tooltips are completely black. (Black blackground and black font.) When the application is run from the remote desktop the tool tips are correct. I have verified that the tooltips in other applications such as excel, and the advantage data architect are displayed correctly from a published application. Next I tried to publish the DBEditor sample from Alaska, and the tool tips are also black there. Anyone have any ideas what is going on?
