I passed this along to Alaska support. Below is their response.
Dear Mr. Newcomb,
Unfortunately, the reason that your sample does not work as expected has its root cause in an issue in the HttpClient class and the way parameters are being handled. The issue will be fixed as soon as possible. We hope to make the fix available with the next update.

That doesn't explain why the HTML form produced the same result.
