New features of PowerUtl library: QR Code, Data Matrix, Smart Card

Hello,

I developed new features in the PowerUtl library.

1. Encode/decode QR code symbol. Support encoding mode, version, module size, margin and colors.

2. Encode/decode Data matrix symbol. Support encoding mode, version, module size, margin and colors.

3. Connect to a smart card in a card reader. Send request to a smart card and receive response from it.
