Printing QR codes of text by line

I would like to write a program that would have two modes.

The first mode is a QR code generator with the most dense placement of them on the page and writing them into a SINGLE pdf file with pagination. Each of the QR codes must correspond to ONE line of text. The text must be of any size.

The second mode is a QR scanner that converts a PDF file with QR codes into a source text file.
