Scroll Bar

One of our users has complained that in one of the browse screens the vertical scroll bar just stays in the middle. The program uses a standard scope command, and it does not do it here in our test environment. May be related to the number of records in their data file that is being used. I have checked other customer sites, and they all appear to do it. There are 50,000-500,000 records in most of our customers files, except the newer ones.

Is that controllable? Does not matter how many records are within the scope, empty, one or hundreds, the bar is always in the middle and goes back to the middle if used.
